Bill was born and raised in Montreal QC and graduated from West Hill High. He worked for four years to save money for his university tuition but then decided the best way to pay for his degree in civil engineering was to join the Regular Officer Army Training Plan.
Bill was posted to Camp Chilliwack BC in 1995 after he graduated from McGill but soon moved to Work Point Barracks with the Works Company in Esquimalt BC. Bill was next selected for the Long Survey Course with the Royal Engineers in England and was subsequently posted to the Army Survey Establishment in Ottawa. While serving at ASE, he surveyed the Princess Royal Islands, two navigational hazards in the Prince of Wales Strait located between Banks and Victoria Islands .
Bill moved from Ottawa to Camp Barriefield ON (now part of Canadian Forces Base Kingston) with the Works Company for his last posting. Bill retired from the Canadian Forces in 1963 and worked in the papermill industry in Trois Rivières QC and then in Powell River BC. He then worked in Calgary for Montreal Engineering and for Williams Brothers Canada Ltd., where one of his projects was the Bighorn hydroelectric dam that formed Abraham Lake.
Bill joined the federal Public Service in Edmonton in 1973 with Transport Canada. He later joined Northern and Indian Affairs and Public Works Canada where he established water treatment plants in First Nations communities in Alberta and the North until his retirement in 1995.
Bill had a keen sense of community service and joined the Friends of Medicare, the Waskahegan Trail Association, and the McQueen Community League. In 2014 he decided to move to a retirement home in Brantford where he could be closer to family.
