On 16 Jan 26, the Real Property Operations Unit (West) Headquarters (RPOU(W) HQ) gathered to bid farewell to one of the most respected figures in the Construction Engineering (CE) community. Capt Bruce Blanchard retired after more than 30 years of honourable service, marking the end of a remarkable military journey and the beginning of a new chapter where he will continue contributing to his community.
In 1995, during one of Canada’s most challenging recessions, a young Bruce Blanchard was pumping gas to make ends meet while supporting his family. Driven by the desire for something that would challenge him, shape him, and offer a life of purpose and service, he joined the Canadian Armed Forces (CAF). That decision began a 30-year career, one that took him from humble beginnings to becoming one of the most respected leaders in the CE community.
Bruce’s military story began with his enrolment as a Field Engineer, followed by a posting to 5 RGC, where he deployed on a UN mission in Haiti and on Operation ICE STORM. These experiences contributed to both international and domestic stability efforts while broadening his worldview. After remustering to CE, he deployed to Camp Mirage in the United Arab Emirates and later served in Geilenkirchen, Germany, as a Technical Services Officer.
Promoted to Chief Warrant Officer (CWO) in 2017, he became the CE Career Manager, overseeing more than 1,200 non-commissioned members. He later served as the Unit Sergeant Major for Unité des Opérations Immobilières (Québec) (UOI(Q)). Bruce commissioned in 2021 and was promoted to his current rank, then assumed the role of Standards 2IC at the Canadian Forces School of Military Engineering (CFSME). In 2025, he was posted to RPOU(W) as the Program Officer 2, where he announced his retirement.
Although Capt Blanchard’s time in Edmonton was short, the announcement of his retirement sparked an overwhelming outpouring of messages, tributes, and well-wishes. His influence over three decades of service earned him deep respect across the Engineering branch.
One of the most meaningful aspects of Bruce’s final year in uniform was the rare opportunity to serve in the same building as his youngest son, Sgt Dérick Blanchard. After years of postings and deployments keeping them apart, father and son found themselves working under the same roof, an experience both cherished. Bruce’s wife, Sonia, and his son, Dérick, played instrumental roles in organizing the Departure with Dignity (DWD) event, coordinating with friends, colleagues, and family to ensure it was deeply meaningful.
A particularly emotional moment during the ceremony was the presentation of a family medal belonging to a great uncle passed down through generations and entrusted to Bruce. It symbolized not only Bruce’s own service but the legacy of dedication and sacrifice within his family.
During his final remarks, Capt Blanchard shared words of gratitude and wisdom:
“When you have a Chain of Command that supports you, it is truly appreciated. Thank you for giving me flexibility and keeping me employed. Joining the military was the best decision I made, and I would never trade it for anything. During my 30 years of service, the military often kept us away from family, but now we meet family everywhere we go. The military is not a job; it is a way of life. Be positive, be honest, work hard, and be respectful.”
Bruce’s father passed away only a few months before the event, having lived a full life to the age of 97, a loss deeply felt during this milestone moment.
Reflecting on Bruce’s career, RPOU(W) Commanding Officer LCol Melanie Arsenault shared a few words: “Our first interaction turned a name on a list into an incredible individual with an incredible career. I am so glad to have met Bruce and his family. We have family everywhere, and we are all connected in this unique circle. You will be part of the Engineering family forever.”
