Colonel Jayne grew up in Bridgewater, Nova Scotia, and joined the Canadian Forces in 1987 under the Regular Officer Training Plan. He graduated from the Royal Military College in Kingston, Ontario, in 1991 with a bachelor's degree in Civil Engineering and then went to Chilliwack, British Columbia, to complete his training as a Military Engineer Officer. During his first regimental tour of duty with 4 Engineer Support Regiment at Canadian Forces Base Gagetown, New Brunswick, he served as a field troop commander and completed his first operational tour in Croatia.
In 1994, Colonel Jayne was posted to Tidworth, England, as the Operations Officer of 3 Armoured Engineer Squadron in 22 Engineer Regiment. During his time there, he deployed to Bosnia on operations as well as to Kenyan and Suffield, Alberta on exercise. In 1996, he was posted to 1 Canadian Mechanized Brigade Group in Calgary, Alberta, as the Executive Assistant to the Commander and as G3 Training. In 1998, he was posted to 1 Combat Engineer Regiment in Edmonton, Alberta, where he was employed as a squadron second in command, the Regimental Operations Officer and the Officer Commanding 18 Administration Squadron, 15 Support Squadron and 13 Field Squadron. During this time, he deployed with his squadron to support the G8 Summit in Kananaskis, Alberta, and to Bosnia in support of the 2nd Battalion, Princess Patricia's Canadian Light Infantry Battle Group.
In 2003, Colonel Jayne was posted to the Canadian Forces School of Military Engineering, where he served as the Officer Commanding Tactics Squadron and as the Deputy Commandant. He attended the Canadian Forces College in Toronto, Ontario, in 2006 and graduated with a Masters in Defence Studies. In 2007, he was posted to Ottawa to lead the Canadian Forces Joint Doctrine Branch within the Chief of Force Development organisation. In September 2008, he deployed to Afghanistan for nine months as the Chief Engineer of Regional Command South.
Colonel Jayne became the 21st Commandant of the Canadian Forces School of Military Engineering in 2009. Following his time in command, he went to Ottawa to work on the Army Staff to work in force development and then as the Coordinator for the Chief of Staff Land Strategy. Promoted to his present Rank in December 2012, Colonel Jayne took over the position of Director Land Requirements. Colonel Jayne completed the National Securities Program in 2015 at the Canadian Forces College before returning to the position of Director Land Requirements. He was promoted to his current rank in November 2017 and deployed as the Commander, Joint Task Force Iraq on 16 December 2017. Brigadier-General Jayne is currently serving as Director General Cyberspace.
Brigadier-General Jayne and his wife have two children. He enjoys enduro motorcycle riding, staying active and helping his children get started on their dreams.
