The first photo is of Sgt Boudreau and SSgt Williams having completed a 9/11 Run in bunker gear for fallen responders. It was originally published in a US Army Public Affairs Article:

"Canadian Army Sgt. Jonathan Boudreau, a fire marshal in the Canadian forces (left) and U.S. Army Staff Sgt. Casee Williams, 1440th Engineer Detachment, part of the Michigan National Guard (right), both currently serving at Mihail Kogalniceanu Air Base, Romania, stand under the Canadian, Romanian and U.S. flag display, with the U.S. Flag at half-mast in observance of the Sept. 11 attacks. after completing a 5K Remembrance run on September 11, 2019. The pair completed the run while wearing the heavy outer garments of fire protection gear. This year marks the second annual occurrence of the event for the MK Air Base and the 18th anniversary of the attacks of September 11, 2001."
