Colonel Mervin Lougher-Goodey

Born in the UK, Colonel Lougher-Goodey brought up and educated in Ireland and Victoria BC. He attended  St Michael’s School and Victoria High School followed by CMR and RMC, graduating in 1964.

With a varied career in operations and Infrastructure, he first served as a Troop Commander, Adjutant and Deputy Commanding Officer in 4 Field Squadron, Germany. in 1971 he started a five-year posting to North Bay, ON where he served as Production Officer and Requirements Officer followed on promotion to Major as BCEO. 

In 1978, he was appointed to command 1 CER in Chilliwack after attending Land Forces Staff College and the Command and Staff College. He was then appointed the Command Engineer for the Canadian Forces Europe where he over saw the infrastructure program for the introduction of the CF-18 operational aircraft into Europe.

Returning to Canada in 1988, he was appointed Chief Engineer for the Army in St Hubert, QC followed by various  Engineer staff appointments in NDHQ and as J3 ENGR and Branch Advisor was able to move 1CEU into the Operations Branch. 

On retirement in 1997, Colonel-Lougher-Goodey volunteered with the City Of Ottawa Heritage Commission and the Ottawa Humane Society. He then moved to Sidney, BC in 1998 and joined the Municipal Advisory Planning Commission and the Environmental and Heritage Advisory Commission. After running unsuccessfully for Town Council he was nominated for eight years by the Town Council to serve on the Victoria Airport Authority Board of Directors where he held positions of Secretary/Chair of Governance, Chair of Planning and Development and Vice Chair of the Board. He was also asked to join the Board of Directors for the Vancouver Island and Yukon branch of the Corps of Commissionaires for six years. 

In 2008 he was elected a member of the Town Council for Sidney and is currently in his third term. He also chairs the Capital Regional District Water Commission.

Colonel Lougher-Goodey is married to the former Constance Beaubien.  Theyhave two children: Derek, a professional engineer and  a Petty Officer in the Naval Reserve.  He  has been  employed by DCC, City of Ottawa and Stantec. Their daughter, Heather ,is employed as a Human Resources team leader with DND.  There are four grandchildren.
