Ten years of impact: Real property centralization at the heart of the CAF mission

Ten years ago, the management of National Defence real property reached an important milestone with the centralization of the entire real property portfolio under the authority of the Assistant Deputy Minister (Infrastructure and Environment) [ADM(IE)]. This significant evolution also led to the creation of the Canadian Forces Real Property Operations Group (CF RP Ops Gp), responsible for ensuring the integrated management of infrastructure that directly supports the mission of the Canadian Armed Forces (CAF).

Beyond structures and governance models, however, this past decade is above all the story of the Defence Team members across the country who bring their expertise to support CAF operations and readiness.

From administrators to advisors, from engineers to technicians, from planners to facility managers, and from civilian and military personnel to industry and municipal partners, thousands of professionals contribute every day to maintaining and modernizing infrastructure essential to National Defence. Together, they form a unique community of expertise, present from coast to coast and extending into Canada’s North.

A national community of expertise

For the past ten years, the ADM(IE) teams have ensured the management and support of a real property portfolio of exceptional scale. This portfolio includes bases, wings, ports, aerodromes, training areas, and specialized facilities that enable CAF members to train, prepare, and carry out their missions.

This responsibility is supported by a broad and complementary range of expertise:

  • real property asset planning and management;
  • engineering and technical services;
  • facilities maintenance and operations;
  • Indigenous affairs management;
  • climate action, environmental and energy management;
  • infrastructure planning in support of operations; and
  • accommodations/housing.

Across Canada, these teams work at the heart of bases and wings—often behind the scenes—to ensure that facilities remain safe, functional, and aligned with evolving operational requirements.

The power of centralization: A stronger and more sustainable portfolio

The transition to a centralized model has acted as a force multiplier for the Defence Team. By consolidating asset management, we have replaced fragmented regional approaches with a unified national strategy. This allows for the standardization of technical services and maintenance, ensuring that infrastructure investments are consistently directed toward the CAF’s most critical operational needs.

Moreover, centralization is a key lever for building a more sustainable future. A unified portfolio provides the visibility and scale required to manage and mitigate environmental impacts at the national level, as well as to implement ambitious environmental initiatives, such as energy transition and climate change adaptation. Such an approach would be impossible in a decentralized context. This strategic shift ensures that our infrastructure is not only maintained but also thoughtfully modernized to remain resilient and efficient for decades to come.

Supporting the mission across the country

Defence infrastructure represents far more than buildings and land. It forms the physical foundation that supports the training, logistical sustainment, and operational readiness of the CAF.

Whether maintaining an aerodrome in the North, modernizing a training facility, sustaining residential housing for military families, or supporting domestic emergency operations, ADM(IE) teams play an essential role in enabling the CAF to accomplish its mission.

Over the years, their work has:

  • modernized essential facilities;
  • improved the sustainability and energy efficiency of infrastructure;
  • strengthened long-term management and planning of the real property portfolio; and
  • supported the operations and training of the CAF.

A decade of commitment and collaboration

This ten-year milestone provides an opportunity to recognize the commitment, professionalism, and dedication of the teams who contribute every day to the management and sustainment of Defence infrastructure.

It also highlights the close collaboration among the many actors within the Defence infrastructure ecosystem: civilian and military personnel, industry partners, local authorities, and communities across the country.

Together, they help ensure that National Defence infrastructure remains strong, resilient, and ready to support the missions of today and tomorrow.

Looking ahead

As operational requirements continue to evolve and new challenges emerge—including the accelerated modernization of facilities, energy transition, adaptation to climate change, and integration of new technologies—ADM(IE) teams will continue to play a central role in supporting CAF readiness and operational capability.

We also extend a warm welcome to the real property team supporting the Canadian Coast Guard, whose expertise will further strengthen our collective capacity.

To support these ambitions, the Department’s investment outlook for the coming years is reaching historic levels. According to the latest departmental data, expenditures are expected to intensify, surpassing $16 billion annually within the next five years. This significant financial commitment is essential to accelerating the modernization of our infrastructure and ensuring that the Defence real property portfolio remains resilient in the face of new operational challenges.

This decade reflects not only an organizational evolution, but above all the collective commitment of a community of experts who, across the country, support the mission of the CAF.

Ten years later, the results demonstrate that this strategic decision was not only necessary, but decisive.
