After more than 40+ years of loyal and dedicated service to the Canadian Armed Forces (CAF) and the Canadian Military Engineer Branch, Captain Frank Locke, MMM, CD (bio attached), will retire 15 January 2017. A Depart with Dignity Ceremony will take place at the 17 Wing Officer's Mess in Winnipeg, on 27 January 2017. Capt Frank Locke was born in St. John’s, NF. He joined the Canadian Armed Forces on 2 Feb 1976. He completed trades training as an ED Tech at CFSME, Chilliwack and subsequently posted to Base Construction Engineering, CFB Petawawa in 1977. This was followed by postings to CFS Inuvik in 1980 and CFSME (Chilliwack) in 1982. On promotion to WO in 1987, he was posted to Air Command HQ (Winnipeg) working the renewal of the North Warning System. On promotion to MWO in 1992, he was posted to CFB Ottawa serving as Contracts and Production Supt. Following the closure of CFB Ottawa, he served with the CFFM at NDHQ before being promoted to CWO and posted to D Mil E as part of an occupational review of the CE group of occupations. In 1999 he was posted to 1 CAD HQ where he served in a number of positions including, SSO Infr, CE Trg/Eqpt, and as a member of the Air Force Support Capability team. In Jul 2005 he was commissioned to the rank of Capt. In Oct 2009 he transferred to the RCAF Primary Reserve serving as the CE PRes Program Advisor, CE Trg (2 CAD) and A4 CE FG Ops, Doctrine and Trg. Over his career, Capt Locke has deployed to the Gulf, Afghanistan and Cyprus.
Following 40+ years of service to the CAF Capt Locke and his spouse Joan will retire in Winnipeg. They look forward to travelling and spending time with their grandchildren. To mark the occasion a DWD will be held at 17 Wg Officers Mess on 27 Jan 2017.
